ASEAN Plus Three Emergency Rice Reserve

The 7th Meeting of ASEAN Plus Three Emergency Rice Reserve (APTERR) Council was held on 19 – 20 February 2019 in Putrajaya, Malaysia.
The Meeting was organised by the APTERR Secretariat and hosted by the Ministry of Agriculture and Agro-Based Industry of Malaysia. The Meeting was attended by member countries and APTERR staff members. Dr. Zunika Binti Mohamed, Deputy Secretary General (Policy) of the Ministry of Agriculture and Agro-Based Industry of Malaysia presided over this meeting.
As the current contract agreement of the General Manager of the APTERR Secretariat is set to be finished in May 2019, he has expressed his intention to extend for another term of service as demonstrated in the Rules and Procedures of the APTERR Secretariat. Thus, the final performance appraisal of the General Manager of the APTERR Secretariat was conducted on 10 January 2019 at the APTERR Secretariat office in Bangkok, Thailand.
The APTERR Secretariat had an opportunity to welcome an official visit from research fellows from Chiba University of Japan. The project led by Dr. Hiroaki Kobayashi, Professor of Graduate School of Horticulture, was funded by Japan Society for the Promotion and Science to conduct the research on “Trade creation and diversion in the AEC under the Noodle Bowl Phenomenon”.

The APTERR Secretariat participated the roundtable meeting on the Tier 3 programme and visited the disaster-prone areas as well as the warehouses in Iloilo, the Philippines. The meeting was hosted by the National Food Authority (NFA) of the Philippines and presided by NFA’s Deputy Administrator for Marketing Operations Attorney Judy Carol L. Dansal. The representatives from the Embassy of Japan in the Philippines also attended in this roundtable meeting.
