ASEAN Plus Three Emergency Rice Reserve
On 1 April 2026, the APTERR Secretariat team led by Dr. Choomjet Karnjanakesorn, General Manager of the APTERR Secretariat, Mr. Aro Kasakawa, Japanese Expert, together with Mr. Charapon Chantorn, Deputy AFSIS Manager from the AFSIS Secretariat, was invited to virtually attend the forum on the Report Launch: The Economic Impact of the Agri-Food Sector in Indonesia “Economic Insights: Unlocking Indonesia’s Agri-Food Powerhouse” hosted by the Food Industry Asia (FIA) and ASEAN Food and Beverage Alliance (AFBA). Apart from APTERR Secretariat, the meeting was attended by key speakers from various agri-food related organisations such as ASEAN Secretariat, Oxford Economics, Indonesian Food and Beverage Association (GAPMMI), Center of Sustainable Development (SDGs) of Padjajaran University, Ministry of National Development Planning and Ministry of Industry of Indonesia.
Dr. Choomjet Karnjanakesorn, General Manager (GM) of the APTERR Secretariat, attended the ‘Asia and the Pacific Food Systems Forum 2026: Feeding the Future, Sustaining the Planet,’ hosted by the Asian Development Bank (ADB), in Metro Manila, the Philippines on 19 March 2026 to share APTERR’s experiences and insight in addressing the risks and strenghtening resilience as a regional food security safety net.
The 14th Meeting of ASEAN Plus Three Emergency Rice Reserve (APTERR) Council, hosted by the Ministry of Agriculture, Forestry and Fisheries (MAFF) of Cambodia, was successfully held on 5 - 6 March 2026 in Siem Reap with productive outcomes and proactive discussions to enhance APTERR’s efficiency and effectiveness in achieving food security across the region.
The Expert Group Meeting on the Operationalization of the Food Stockholding Mechanism (FSM) for Least Developed Countries (LDCs) was organised by the United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS) on 4-5 February 2026 at UN Headquarters in New York, USA. The meeting focused operational requirements, governance and institutional structures, financial mechanisms as well as logistical consideration to explore the feasibility to establish effective FSM for LDCs. The meeting was attended by diverse group of experts and representatives from UN entities, Member States, regional and international organisations and other related parties.
The APTERR Secretariat, led by Dr. Choomjet Karnjanakesorn, General Manager along with Mr. Aro Kasakawa, Japanese Expert and the APTERR staff, participated in the ASEAN Plus Three Emergency Rice Reserve (APTERR) Table Top Exercise (TTX) on 3-4 December 2025 in Bandar Seri Begawan, Brunei Darussalam. The APTERR TTX was hosted by the Ministry of Foreign Affairs, and the Ministry of Primary Resources and Tourism of Brunei Darussalam with support from the ASEAN Secretariat, the Asian Development Bank (ADB), and the APTERR Secretariat to strengthen APTERR mechanism for emergency response and preparedness.
