ASEAN Plus Three Emergency Rice Reserve
Dr. Choomjet Karnjanakesorn, General Manager of the APTERR Secretariat, accompanied by, Mr. Aro Kasakawa, Japanese Expert, and the APTERR staff, paid a courtesy call on Ms. Busadee Santipitaks, Chief Executive Officer of the Mekong River Commission (MRC) Secretariat, on 16 September 2025 at the MRC Secretariat, Vientiane, Lao PDR.
The APTERR Secretariat, together with the National Food Authority (NFA) and the Department of Social Welfare and Development (DSWD) of the Philippines and the Asian Development Bank-Technical Assistance (ADB-TA) consultant successfully concluded an evaluation meeting on 9 September 2025 at the NFA headquarter in Quezon City, the Philippines. The meeting aimed to evaluate and reassess the challenges on the implementation of APTERR Tier 3 programme in order to expedite rapid emergency responses.
During 24-27 August 2025, the APTERR Secretariat was invited by the Ministry of Agriculture and Food Security (MAFS) of Malaysia and the ASEAN Food Security Reserve Board (AFSRB) to attend the 45th meeting of AFSRB held in Kuala Lumpur, Malaysia to present the progress of APTERR operations and activities. The meeting was chaired by Datuk Badrul Hisham Bin Mohd, Deputy Secretary General of the MAFS of Malaysia.
On Wednesday, 20 August 2025, the APTERR Secretariat was invited to attend the virtual meeting of the Special Senior Officials Meeting of the twenty-fourth meeting of the ASEAN Ministers on Agriculture and Forestry Plus Three (Special SOM-24th AMAF Plus Three) to report the progress of the APTERR operations.
The APTERR Secretariat and Brunei Darussalam with the support of the Asian Development Bank-Technical Assistance (ADB-TA) consultant successfully concluded a meeting on 14 August 2025 in Bandar Seri Begwan to finalise the ‘Concept Paper for the APTERR Tabletop Exercise (TTX).’ Initiated by Brunei, this initiative aims to further strengthen the APTERR mechanism, ensuring more effective and efficient food emergency response to emerging megatrends that threaten food security in the region.
