ASEAN Plus Three Emergency Rice Reserve
On 30 September 2025, the APTERR Secretariat was invited to attend the working lunch hosted by the Ministry of Foreign Affairs (MFA) of Thailand to discuss about the APTERR implementations and other related activities as the APTERR is one of the most successful Intergovernmental Organisation (IGO) in the ASEAN Plus Three (APT) region. The representatives from the MFA was led by Mr. Paisan Rupanichkij, Deputy Permanent Secretary of the MFA, together with Mr. Bolbongse Vangphaen, Director-General of the Department of ASEAN Affairs, Mrs. Pawaree Xuto Chaipatiyut, Deputy Director-General of the Department of ASEAN Affairs, Mrs. Vallapha Jitsomboon, Director of Division for Relations with Negotiating Partners and International Organizations, Mr. Sarawut Noraphoompipat, Diplomat, Expert Level (Advisor), Office of the Permanent Secretary, Ms. Anissa Naksawi, Diplomat, Expert Level Division for Relations with Negotiating Partners and International Organizations.
Dr. Choomjet Karnjanakesorn, General Manager of the APTERR Secretariat, together with Mr. Aro KASAKAWA, Japanese Expert, and the APTERR staff, was invited to a working lunch hosted by Ms. Morakot Sriswadi, Ambassador of Thailand to the Lao PDR, on 16 September 2025 in Vientiane. The lunch was also attended by Ms. Busadee Santipitaks, Chief Executive Officer of Mekong River Commission (MRC) Secretariat.
The APTERR Secretariat team, led by Dr. Choomjet Karnjanakesorn, General Manager along with Mr. Aro Kasakawa, Japanese Expert, and the APTERR Staff, visited Kubota Farm, Chonburi, Thailand, on 7 August 2025.

On 2 April 2025, on behalf of the APTERR Secretariat, Dr. Choomjet Karnjanakesorn, the General Manager, led the staff members to warmly welcome Mr. Aro Kasakawa, the new Japanese Expert from the Ministry of Agriculture, Forestry and Fisheries (MAFF) of Japan, to be part of the APTERR Secretariat, and support APTERR activities. Mr. Kasakawa is a successor of Mr. Akinori Ando, the current Japanese Expert, whose term was terminated at the end of March 2025. The tenure of Mr. Kasakawa will last for two years of working at the APTERR Secretariat, from April 2025 to March 2027.
