ASEAN Plus Three Emergency Rice Reserve

Dr. Choomjet Karnjanakesorn, General Manager of the APTERR Secretariat, paid a courtesy call on Dr. Ye Tint Tun, Deputy Minister of Agriculture, Livestock and Irrigation of Myanmar, on 2 October 2026 at the ministry’s office in Nay Pyi Taw to discuss the country’s current flooding situation and the progress of the APTERR Tier 3 programme.

The meeting coincided with the APTERR Secretariat’s mission to Myanmar for the ceremonial handover of rice to support flood-affected communities. Dr. Choomjet briefed the Deputy Minister on ongoing APTERR activities, and both sides exchanged views on the impact of the floods on agriculture and food security. Dr. Ye Tint Tun thanked APTERR for its sustained support in safeguarding the country’s food security.

The same day, Dr. Choomjet signed the Memorandum of Agreement (MoA) on Tier 3 FY 2026 under the People’s Republic of China’s 400-MT contribution with Mr. Thura Soe, Acting Director General of the Department of Agriculture and APTERR Council Member, to enhance emergency preparedness and ensure timely response.

During the trip, the APTERR Secretariat also visited the Thanlyin warehouse in Yangon on 1 October 2026 to inspect the Tier 3 rice contributed by the Republic of Korea under the FY 2025 pre-positioned programme. Stored in Myanmar since February 2026, the rice has been kept in readiness for rapid emergency distribution to people in need.
