ASEAN Plus Three Emergency Rice Reserve


On 21 August 2020, the APTERR Secretariat team led by Mr. Chanpithya Shimphalee, General Manager, took a field study to visit the Satellite Warehouse under Disaster Emergency Logistics System for ASEAN (DELSA) in Chainat province of Thailand. The field study aimed at providing the APTERR Staff members with new knowledge and experiences which will be applicable for the operations of APTERR as well as seeking cooperation with agencies concerned in coping with food insecurity situations.

Emergency rice reserve donated from the Republic of Korea (ROK) through the APTERR’s Tier 3 programme has been distributed to more than hundred thousand of beneficiaries in various disaster-affected regions in the Philippines.

With reference to the Statement of the Special ASEAN Plus Three (APT) Summit on Coronavirus Disease 2019 (COVID-19) held on 14 April 2020, the APT leaders strongly recommended a utilisation of APTERR to ensure food security in the region during an emergency caused by the catastrophic outbreak.

Representatives from the APTERR Secretariat together with the Japanese Embassy in Myanmar as well as the Department of Agriculture (DOA) of Ministry of Agriculture, Livestock and Irrigation of Myanmar attended the ceremonial handover of 300 MT of rice contributed by Japan through APTERR’s Tier 3 programme to Myanmar. This event was hosted by the Rakhine State at the State Government Office on 11 March 2020 and presided by the Chief Minister U Nyi Pu.

On 18 December 2019, Mr. Chanpithya Shimphalee, General Manager together with Mr. Kenji Okuhira, Japanese Expert and the APTERR staff attended the seminar on ‘Thailand’s Agricultural Economic Situation in 2019 and Outlook in 2020,’ under the theme of “Disruptive Agricultural Technology: National Agricultural Big Data” held at Rama Gardens Hotel, Bangkok, Thailand.
