Asean Plus Three Emergency Rice Reserve 

 

Dr. Choomjet Karnjanakesorn, General Manager of the APTERR Secretariat, together with Mr. Toshiki Tojo, Japanese Expert, and the APTERR staff visited the Department of Foreign Trade (DFT), Ministry of Commence of Thailand on 22 September 2022. The group received a warm welcome from Ms. Siribhusaya Ungphakorn, Director of Rice Trade Administration Division, as well as her team. The APTERR Secretariat and the DFT had a productive discussion, particular on the issues of current rice market situation, policies and regulations in Thailand, ASEAN Plus Three countries, and global level. Those information will be useful for the APTERR Secretariat in promoting the implementation of Tier 1 and 2 among the member countries.

 

Since the APTERR’s main tasks are to strengthen food security amid the emergency and for other humanitarian purposes to accomplish the UN Sustainable Development Goals (SDGs), the discussion with the DFT, which also plays another role as the ASEAN Food Security Reserve Board (AFSRB) Secretariat, is significant for enhancing collaboration on the regional food security. In the discussion, Dr. Karnjanakesorn reiterated that collaboration with the AFSRB Secretariat would help support the implementation of the APTERR mechanism for serving the member countries in safeguarding food security in the region.  Further, both groups also exchanged other rice-related information as well as views to push forward the APTERR mechanism to be more productive.

 What is APTERR?

 

The ASEAN Plus Three Emergency Rice Reserve (APTERR) is a regional cooperation established under the APTERR Agreement signed by the Ministers of the Agriculture and Forestry of the ASEAN Plus Three at the 11th Meeting of the ASEAN Minister on Agriculture and Forestry Plus Three (AMAF+3) on 7 October 2011 in Jakarta, Indonesia. The APTERR was officially established itself as a permanent mechanism and also marked the official launch of the APTERR Secretariat office in Bangkok in 2013. 

 

We are keen to strengthen food security, poverty alleviation, and malnourishment eradication among its members without distorting normal trade, while the common goal of the APTERR Parties is the assurance of food security in the ASEAN+3 region.
