Asean Plus Three Emergency Rice Reserve

The APTERR Secretariat led by Mr. Chanpithya Shimphalee, General Manager, attended the 41st Meeting of the ASEAN Ministers on Agriculture and Forestry (41st AMAF), the 19th Meeting of the ASEAN Ministers on Agriculture and Forestry Plus Three (19th AMAF+3) and related meetings held in Bandar Seri Begawan, Brunei Darussalam during 12-17 October 2019.

     

The opening ceremony of the 41th Meeting of AMAF and related meetings was taken place on 15 October 2019 and presided by His Royal Highness Prince Haji Al-Muhtadee Billanh Ibni His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulahy, the Crown Prince and Senior Minister at the Prime Minister’s office. In His Royal Highness’ speech, he commended the development of ASEAN’s food security cooperation since the implementation of the ASEAN Integrated Food Security Framework, and the Strategic Plan of Action on ASEAN Food Security 2015-2020 as well as the implementation of the APTERR Agreement with the Plus Three Partners.

  

After the fruitful and productive discussions, the Meetings welcomed the progress of APTERR activities and encouraged the member parties to expedite for submitting their instruments of ratification on the Protocol to Amend the Attachment 2 of the APTERR Agreement in order to support a smooth and continuing operation of APTERR activities in the future.

 

The next AMAF and AMAF+3 Meetings will be hosted by Cambodia in 2020.

 What is APTERR?

 

The ASEAN Plus Three Emergency Rice Reserve (APTERR) is a regional cooperation established under the APTERR Agreement signed by the Ministers of the Agriculture and Forestry of the ASEAN Plus Three at the 11th Meeting of the ASEAN Minister on Agriculture and Forestry Plus Three (AMAF+3) on 7 October 2011 in Jakarta, Indonesia. The APTERR was officially established itself as a permanent mechanism and also marked the official launch of the APTERR Secretariat office in Bangkok in 2013. 

 

We are keen to strengthen food security, poverty alleviation, and malnourishment eradication among its members without distorting normal trade, while the common goal of the APTERR Parties is the assurance of food security in the ASEAN+3 region.
