Asean Plus Three Emergency Rice Reserve

On 15 September 2022, the APTERR Secretariat, led by Dr. Choomjet Karnjanakesorn, General Manager, together with Mr. Toshiki Tojo, Japanese Expert, as well as the APTERR staff visited the Geo-Informatics and Space Technology Development Agency (GISTDA) in Bangkok, Thailand. The purposes of the visit were to gain knowledges on IT technology regarding rice cultivation areas, natural disasters comprising floods and drought situation, weather forecast, climate change situation, and future cooperation between the APTERR and the GISTDA.

 

The GISTDA team presented their works on these three topics as follows: the Role and Space Technology & Geo-information for Disaster Management and Solutions by Dr. Surassawadee Phoompanich, a Geo-Informatics scientist, the Space Technology and Geo-Information for Agricultural Management by Mr. Karn Kamonborisut, a Geo-Informatics scientist and the Central GIS Platform for Map Online Services (GISTDA Portal) by Mr. Boonyasith Khobkhun, an Engineer. Besides, the GISTDA showed their several projects with other ASEAN Plus Three countries such as the Lanchang-Mekong Cooperation Special Funds Project, and a joint-project with the National Institute of Environment Research (NIER) of the Republic of Korea on pollution forecasts, etc.

 

The APTERR Secretariat had a fruitful discussion with the GISTDA team. Dr. Karnjanakesorn took this opportunity to promote the APTERR’s activities and discussed on the possibility of future cooperation and collaboration with the GISTDA, particularly on disaster-related information sharing, that will be useful in supporting the APTERR’s works in monitoring the natural disasters and agricultural areas in the region. He also expressed the APTERR Secretariat’s interest in participating in trainings provided by the GISTDA on a web portal for rice information, which will benefit to APTERR’s staff members and their works.

 What is APTERR?

 

The ASEAN Plus Three Emergency Rice Reserve (APTERR) is a regional cooperation established under the APTERR Agreement signed by the Ministers of the Agriculture and Forestry of the ASEAN Plus Three at the 11th Meeting of the ASEAN Minister on Agriculture and Forestry Plus Three (AMAF+3) on 7 October 2011 in Jakarta, Indonesia. The APTERR was officially established itself as a permanent mechanism and also marked the official launch of the APTERR Secretariat office in Bangkok in 2013. 

 

We are keen to strengthen food security, poverty alleviation, and malnourishment eradication among its members without distorting normal trade, while the common goal of the APTERR Parties is the assurance of food security in the ASEAN+3 region.
