APTERR'S STRATEGY

    • To establish reserve stock both as earmarked and physical stocks.
    • Stored in various locations either in surplus or deficit countries.
    • Back-up by strong political will from each member country.
    • To smooth - out erratic rice price fluctuation in the region and increase rice trade in ASEAN plus three areas.
    • To improve farmers' income and welfare.

HOW APTERR WORK

Member Country pledge for earmarked Emergency rice reserve responsible for the followings

  • Fund to procure rice.
  • Storage management costs (quality maintenance, inspection and sanitation, monitoring and reporting).
  • Reporting on quantity, quality, and treatment given to the rice.
  • Costs of distribution (handling, transport, and operation costs) in case the earmarked stock is used for meeting emergency requirement within the country.
  • Replenish the rice reserve to maintain the earmarked quantity.
  • Service fee for Management Team (MT) APTERR in case the earmarked stock is released under Tier 1 program. 

Member Country voluntarily pledge for contributing stockpiled Emergency rice reserve responsible for the followings

  • Fund for procuring the rice or in-kind contribution and donated to APTERR.
  • Donate the rice to APTERR followed by transfer of ownership of the rice from donor country to APTERR.
  • Storage management costs (storage, quality maintenance, inspection and sanitation, monitoring and reporting), if the stockpiled emergency rice reserve is stored in the donor Member Country’ storage.
  • Reporting on quantity, quality and treatment given to the rice.
  • Costs of distribution (handling, transport and operation costs) in case the stockpiled emergency rice reserve is used for meeting emergency requirement within the Member Country.
  • May replenish the rice reserve to maintain the stockpiled quantity.

IMT APTERR provides Member Country the following services

  • Analyze supply – demand in both deficit and surplus Member Countries.
  • Review and assess the degree of emergency encountered by deficit Member Countries, in collaboration with international organization.
  • Matching the two countries on the possibility to sign a forward contract for sale-purchase of earmarked emergency rice reserve.
  • Arrange shipment of the rice if necessary, on behalf of the deficit country.
  • MT APTERR to report to Project Steering Committee (PSC) Members on the implementation of the release under Tier 1 program

Member Country encountering Disaster responsible for the followings

  • Analyze supply – demand in both deficit and surplus Member Countries.
  • Review and assess the degree of emergency encountered by deficit Member Countries, in collaboration with international organization.
  • Matching the two countries on the possibility to sign a forward contract for sale-purchase of earmarked emergency rice reserve.
  • Arrange shipment of the rice if necessary, on behalf of the deficit country.
  • MT APTERR to report to Project Steering Committee (PSC) Members on the implementation of the release under Tier 1 program
